Upon changing oil and filter, is it better to crank the engine over without starting it until oil pressure builds up somewhat then start it up or just start it up. If so what fuse or fuses would I have to pull to do this 96 or newer chevy, and will this activate the service engine soon light. Thanks for any info

i would just start it.
but if your really worried about it i would pull the fuel pump relay out. if its a newer truck, you can only crank for so long before it gets oil pressure and bypasses the fp relay and goes off oil pressure to run the fuel pump--> therefor the truck will start.

Just make sure you fill your filter up with oil before installing it then just start it up. Theres enough oil coating everything to prevent damage.
