Why is the exhaust designed like this? Obvious restriction then a huge tailpipe.

Makes no sense. DPF/CAt/EGR/ Stock tune keeps it from blowing smoke. A tip wont change anything.

My guess is the tip creates a venturi to suck clean air into the tip for emissions testing.

The tip is to help cool the exhaust. The DPF burn off can be very hot, so the venturi design helps to cool the exhaust with fresh air.

I didn't mean it stops the smoke from being made, I was told that it more or less diffuses said smoke to keep it from making a black cloud, some people don't like that, sorry, should've been clearer.

I'm no diesel guru, but I'd assume the smoke would have to be dealt with WELL before the tip of the exhaust.

the soot (black smoke) is caught in the DPF then once it fills up with said soot the DOC ignites and heats up the DPF like a furnace to burn off all the soot (called a regen) the venturi designed tip is to cool the exhaust during those regens
