Keeps it from blowing black smoke, it's an exhaust difuser i believe
Makes no sense. DPF/CAt/EGR/ Stock tune keeps it from blowing smoke. A tip wont change anything.

My guess is the tip creates a venturi to suck clean air into the tip for emissions testing.

The tip is to help cool the exhaust. The DPF burn off can be very hot, so the venturi design helps to cool the exhaust with fresh air.
This also makes sense

I'm no diesel guru, but I'd assume the smoke would have to be dealt with WELL before the tip of the exhaust.
the soot (black smoke) is caught in the DPF then once it fills up with said soot the DOC ignites and heats up the DPF like a furnace to burn off all the soot (called a regen) the venturi designed tip is to cool the exhaust during those regens
