no you dont have to cut frame, I would add helper bags in the rear though

What's a good kit to go with? And will I need a full kit even though I already have 2" shackles in the rear

Even with a 4/6 you dont need a notch. I had a 4/6 on a 09 crew cab 4wd and ran mcgaughys bags in back without any issues. Even pulling our boat. I had the bags hood up to a airlift wirelessone kit and it worked out great.

Any more than 6" of drop and I would do a notch.
