Cam and lifters in the 95 (L05) are flat tappet, 98 (L31) is all roller. He'll also have to swap over the timing gear, front cover, oil pan, etc from the 98 block.

Is it that good of a deal to go through all the trouble to swap everything over (still have to buy gaskets and stuff to swap over parts) than to spend a little extra for the correct engine?

It can quickly blow past $1500 depending on machine work and what new parts you need....
I know if I'm rebuilding an engine it'll have more power going back in than when it came out. I would definitely go over 1500 dollars. But to spend money on an engine plus more to get it right, you might as well fork out a little more for a good rebuild.
