blown fuse?

Ok i was working on a 91 chevy ext cab. its my girls truck and i was trying to fix the cigerate lighter. so i bought one from walmart. well like a dumbass i cut the wires that went to the old one, at the same time. then the radio cuts off and wont come back on, ive checked all the fuses including the one on the radio and none are blown. everything else works, guages, interior lights, ac. im not familiar with this year model truck. is there a fuse somewhere else in the dash. any ideas would be great.
