I cut mine out with a razor knife... but then again its just the black plastic valance.

I'm not really sure what would work best for your valance?

I was wondering about cutting with the dremel also. I wonder if it would "heat/seal" the edge of the painted plastic?

I would tape it off and go slow. I cut my stock grill out with a dremel and it went very easily through the plastic so beware that it can get away from you quick if you dont keep it going slow...
