I really made a valid attempt to find my issue first and nothing was exactly like it. I assume there is a bad ground somewhere but I thought I would see if anyone had the same issue and could direct me.
That being said.... The turn signals when on, make the gauges jump up and down with the signals.
Also when the head lights are on I either get gauges working or the lights to the clock and climate control on. This all depends on the dimmer dial. If i turn the dial all the way down, gauges will work. If i turn it up at all, even a tiny bit, they gauges stop working and and clock/climate control illuminate. Also I noticed that when the dimmer is turned up, it illuminates the turn signals and high beam lights on the instrument cluster. So i'm not sure. All fuses are good. All outside lights front and back work fine.

When I first got it a month or so ago, the battery cables needed to be replaced.I replaced both the battery and the cables.The issue still persisted.
Older (getting bad) Body Grounds can mess up most ANYTHING (like getting a flashing Check Engine Light at highway speeds only ...)

also a quirky Body Control Module, works fine some time/other times not - it will turn on & off your instrument cluster (and various other components) at will with no rhyme or reason

Didn't think of that. My car "01 buick regal" was doing that for a while. Turned out the windshield was leaking on my bcm. Not fun lol my old ranger used to turn the windshield wipers on if I put the right signal on. That was two broken body ground cables.
