i recently bought 2" lowering shackles for my 04 Silverado crew cab...well i am unable to remove the bolts because my tow package is in the way...do i have to remove this in order to get the bolts out?

remove the hitch, change shackles, put hitch back. its another 6 or 8 bolts(cant remember) but i had to do the same when i did mine.

I just loosen the hitch and let it hang with the bolts lightly threaded. Then i remove the nuts on one side and do one shackle, replace the nuts and then remove the other side and do the shackle.

either remove it or just cut the little piece thats blockin it wit a plasma cutter
