removing lower dash piece on OBS

I have my upper dash bezel off right now for paint and had a quick question. Once I put that back on will I be able to remove the lower dash piece, the long piece under the steering wheel (looks like its held on with a row of screws along the bottom) with the upper one still on? Guess my question is can you take the lower piece off with the upper still on or do they fit over each other? Thanks for the help guys
