Just like the title says I have a couple of questions for you detailing guys.

First off, my side windows are covered with scratches on the outside from rolling the windows up in down. The window is kinda startin to look opaque from all these scratches. I was wondering if there is some kind of window polish to get rid of these?

Second of all, I have an 02 Silverado with the stock 16 inch rims. I've read that these wheels have a layer of clear coat on them. I was wondering what the best way to clean and polish these wheels is?

Thanks in advance

Can you feel the scratches in the window with your fingernail? I will generally just use a polish on a glass to get rid of water spots, but that's not really going to get out scratches. Most likely you'll need a glass polishing kit as glass is very hard. The glass kit should have an abrasive like Cerium Oxide (which is harder than glass). If you used it on your paint, you'd would polish off your clear coat, paint and primer very quickly. If it was up to me though I'd just replace the windows. As I generally don't mess with scratches other then what a polish "removes."

Wheels you can just treat like paint, polish and seal/wax.
